Colonel Lawrence Wilkerson, retired and former chief of staff to Secretary of State Colin Powell. At a congressional hearing recorded on C-SPAN in June 2005, he gave his analysis of the Iraq war's motivation:
"'I use the acronym OIL,' he said, 'O for oil, I for Israel and L for the logistical base necessary or deemed necessary by the so-called neocons – and it reeks through all their documents – the logistical base whereby the United States and Israel could dominate that area of the world.'"
Wilkerson has said that the speech Powell made before the United Nations on February 5, 2003—which laid out a case for war with Iraq—included falsehoods of which he and Powell had never been made aware.
"My participation in that presentation at the UN constitutes the lowest point in my professional life,” he has said. “I participated in a hoax on the American people, the international community and the United Nations Security Council."
He called the U.N. presentation "probably the biggest mistake of my life.”
He has taught at the College of William & Mary and George Washington University. He is a Senior Fellow at the Eisenhower Media Network, a group of former military, intelligence and civilian national security officials who describe themselves as offering "alternative analyses untainted by Pentagon or defense industry ties" and countering "Washington’s establishment narrative on most national security issues of the day." One of Trump’s most outspoken campaign promises is that he will end the war in Ukraine. When it comes to the question of how he plans to do that, anonymous insiders from the Trump team are claiming the goal is to “freeze” the conflict, with guarantees for Russia that Kiev won’t join NATO for 20 years, while the West uses the break in fighting to freely arm Ukraine. International Relations and Security Analyst Mark Sleboda noted that if the Trump Admin goes with a plan like the ones being suggested in the media right now, it would be a non-starter for Moscow AND for Kiev. Not only are the demands not beneficial for Russia, but they ignore the fact that Russia is currently winning this war of attrition and making significant advances in the Donbass.

“Trump’s criticism all along has been that America’s friends, partners, and allies free ride on its security guarantee and steal jobs from the United States,” James M. Lindsay, a senior fellow in US foreign policy at the Council on Foreign Relations, told Vox.
European leaders like centrist French President Emmanuel Macron, center-left British Prime Minister Keir Starmer, and right-wing Italian President Giorgia Meloni all congratulated Trump and expressed their desire to enhance the trans-Atlantic partnership under a second term, as did European Commission President Ursula von der Leyen.
However, those desires may be tested by a tariff plan Trump has floated. He’s expressed a willingness to enact tariffs of as much as 20 percent from most trading partners, including friendly nations. Anticipating a Trump victory, European Union leaders have tried to prepare by proposing retaliatory tariffs on US imports. The US is the EU’s largest trading partner, and the bloc’s economy took a hit when Trump imposed tariffs on European steel and aluminum during his first term.
US adversaries China and Russia have had less to say about Trump’s victory.
Russian President Vladimir Putin, who Trump has praised in the past, has not publicly congratulated Trump, nor has Chinese President Xi Jinping.
Kremlin spokesperson Dmitry Peskov suggested on Wednesday that official congratulations weren’t likely to be forthcoming, saying, “we are talking about an unfriendly country, which is both directly and indirectly involved in a war against our state,” referring to US support for Ukraine. Trump has said that he would bring a stop to Russia’s war in Ukraine within a 24-hour period, without discussing how that would be possible.
Though there are some indications that Russia and Ukraine might come to the negotiating table, Peskov was circumspect about the US’s role in making that happen.
“We have repeatedly said that the US is able to contribute to the end of this conflict,” he said. “Will this happen, and if so, how ... we will see after January,” when Trump takes office.
Xi has not publicly congratulated Trump either. Trump slapped China with massive tariffs in 2018, and threatened 60 percent tariffs on Chinese imports during a second term.
“We will continue to approach and handle China-US relations based on the principles of mutual respect, peaceful coexistence, and win-win cooperation,” Chinese foreign ministry spokesperson Mao Ning said during a Wednesday press conference. When asked if Xi would call Trump to congratulate him on the win, she said the ministry would “handle related matters in accordance with usual practice” following the official announcement of election results.

“His behavior at the moment of an attempt on his life left an impression on me. He turned out to be a brave man,” Putin said at an international forum following a speech in the Black Sea resort of Sochi.
“He manifested himself in the very correct way, bravely as a man,” he added.
Putin also said that what Trump has said “about the desire to restore relations with Russia, to help end the Ukrainian crisis, in my opinion, deserves attention at least.”
The Kremlin earlier welcomed Trump’s claim that he could negotiate an end to the conflict in Ukraine “in 24 hours” but emphasized that it will wait for concrete policy steps.
″I would like to take this opportunity to congratulate him on his election as president of the United States of America,” Putin said in a question-and-answer session at the conference.
